The best window sills material depends on your preference and needs. Natural materials such as solid wood and marble offer durability and aesthetics. Other materials such as plastics and laminate products also offer a budget friendly solutions. 

There is not a set of standard with respect to the overhang. But as a rule of thumb the overhang should be approx. 1.5 - 2.5cm off the window frame edge.
